U.S.-Venezuela Oil Deal: Trump Secures 55% Stake in 65 Billion-Barrel Development

The United States has reached a major oil agreement with Venezuela that gives Washington a majority interest in a new venture covering more than 65 billion barrels of proven reserves. President Donald Trump announced the deal on Aug. 28. Rather than transferring ownership of the crude itself, the arrangement creates a public-private venture spanning 17 Venezuelan oil fields, with the U.S. holding a 55% operational stake and rights to purchase some production at cost. Reuters detailed the structure of the oil deal . The project is expected to operate under a 100-year concession and could attract nearly $100 billion in private investment. Huge Reserves, Slow Production The scale is enormous, but the agreement is unlikely to produce an immediate surge in supply. Venezuela holds roughly 300 billion barrels of proven oil reserves, the largest national total in the world, yet current production is only around 1.25 million barrels per day after years of underinvestment, sanctions and infrastructure decline. Much of the country’s output is extra-heavy crude that requires specialized facilities and significant capital spending. U.S. companies are already moving closer to the sector. Chevron is preparing to expand operations under Venezuela’s updated hydrocarbons framework, according to Reuters’ report on its expansion plans . That comes as global energy markets remain sensitive to geopolitical risks. Coinpaper’s recent coverage of the oil market showed how sanctions and Middle East tensions have kept crude prices volatile. Strategic Value Comes Before New Barrels The deal may matter first as an energy-security measure rather than a near-term production boost. The U.S. Strategic Petroleum Reserve has fallen to about 289.7 million barrels, leaving Washington with less flexibility during future supply disruptions. Coinpaper has also tracked the decline in oil reserves . Legal uncertainty remains a major risk. Questions have already emerged over whether the structure fits Venezuela’s constitution and hydrocarbons rules. For markets, the key point is simple: the agreement could secure a major future source of crude for the U.S., but turning those reserves into meaningful production will require years of investment, infrastructure work and political stability.
